That's not what I remembered, so I just went out to look at my '69 LS and verified it . . . the fenders are bolted (actually metal screws and clips) to the inner fenders at the hood's edges and underneath at the front of the rocker panels. Can't imagine it's different for the '68, but they may have changed it for the '70 3X (Kadett) models.
Overall this is a very good candidate for restoration, especially since all the Rallye pieces are there! Agree, not for novice, but rust looks to be mostly 'surface' type . . . other than what's under the vinyl. OOC, is engine a 1.9 or 1.1 (only engines offered in Rallyes)?

True your 69 has bolt on fenders, but 68 is welded and they did make a 1500 Rallye, rare but avalible. The 1.1SR was the standard engine and the 1.5 and 1.9 was an option. When most people opted for the larger engine they picked the 1.9. The 1.5 was only avalible one year (1968) and the fenders were only welded on one year (1968).
