1968 1.5 head

I've been wondering about something for a while now. A 1968 head with hydraulic lifters and a cam that has that dark look of a regrind. Purple paint on the cam between 3 and 4 and #1 plus blue between 1 and 2 with a yellow dot on the #4 end. It's a 4 bearing cam but #3 has never been finish ground. Any ideas? It does have a 1.5 cast into the front but that just adds to the mystery. 1.5 behind the front journal C9 plus OBT15 between 1 and 2 lobes CWC before the 3rd journal and 10 just before the 5th. The fresh looking paint and the undersized 3rd bearing journal make me wonder. 1.5s were solid lifter motors correct? The paint looks fresh and the lobes and journals look perfect. I'm not looking to get rid of it since it's the perfect candidate for the turboed delta head regrind cam. I just wondered what it was before it gets reground.
