70 was the last year for the Rallye Kadett, and from looking at the tail lights it is a 70. Looks like it is all there down to the Rallye Lights, while missing some switches on the dash panel and a few minor things it would make a very good donor car for someone wanting to build a Rallye. It has everything needed to make a Rallye clone except the wheels, if I was into Kadett's this would be worth looking into.
