Did you JUST install the Pertronix, or has has the car run in between? Normally I would suggest you have switched a wire somewhere, but the F7 fuse (if you are talking about the far left fuse position) only powers the wipers, the horn and the back up lights, and has nothing to do with the ignition.
But the fact that the fuse blows tells me that you must have crossed a wire to ground somewhere. Did you run a bypass wire around the resister wire to the coil as is usually suggested, and perhaps connect it to the wrong terminal? The clear insulated wire (the resistor wire) is connected to the F5 fuse position, but to the non-fused side (same side that the power from the ignition switch comes in from).
And why doesn't the engine crank? When you turn the key to the "Start" position, are you getting power to the solenoid? Does it click or make any noise? Can you jumper the solenoid (take power from the central lug to the outboard terminal that lays flat) to see if the starter works?
More info is required to trouble shoot, so if you keep supplying answers, we'll keep asking...
