File a request for duplicate title with your state's Motor Vehicle registry, stating the facts and including copies of documents supporting your claims (like death certificates, copy of relevant wills or probate judgments, signed affidavit of witnesses, bill of sale, or whatever you have).

Including verification that the book value of the car is very low (possibly less than $1000 according to the "NADA" guide, which might be found with an online search), will also assist the paperwork.

There are services available, that will do this for a fee (search online or in Hemmings), they do this in states where the process is much easier, (maybe in Georgia?)
