Yes, 14698 is the Ditzler Code but it is for an Acrylic Lacquer paint - 1970's paint technology. The problem is cross-referencing this number to a modern two-pot reaction lacquer.
The 'L224' is Opel's in-house colour code for Signal Blue.
However, Ditzler Codes are/were a widely used 'standard' paint coding and should give any well established paint mixer a fighting chance of getting a close colour match.
