Need a better pic of that bulb.
Most bulbs are pretty standard in configuration. if you have a JC Whitney's catalog laying around, they have a chart of bulbs and their type classifications. Most driving/fog lights are h3 or h4 bulbs. But if they are older, then there might be something else in there.

Does the bulb in the light on the other side have any markings? What make are the fog lights? It looks like a wedge mount used in instrument panel, side marker or backup lights, maybe a type 194 bulb.

My guess is an H3, but it is not complete. An H3 has a metal lower socket/flange with a wire coming off of it and a spade terminal (can't remember if it male or female).
Anyway, given the looks of the little bit of wire sticking off of it, the glass bulb has torn away from the rest of the socket/flange. Which I presume are still in the light housing. Usually they are held in by a small screw and a tab. If you took the bulb out from the front (meaning you took off the yellow lens and removed the bulb), then look around the backside of the light housing.

Looks like a normal 20 W halogen bulb you would fit into a desk lamp, but looking at a normal lamp for a fog lamp, i would say that the bulb has been pulled out of its socket, here's a photo of a bulb I have in my fog lamp:

That's a common halogen 3rd brake light bulb. Not sure of the number designation, but it's common. I have several in my toolbox right now.
