I recall reading that that is a European requirement. When you park along the street you are supposed to leave one tail light illuminated. Found the explanation here...

As long as we are talking weird wiring...

My first Opel GT had a very weird wiring issue.
If you turned the ignition off and set the turn signal to right (aka up) and turned on the running lights with the left switch on the panel, the engine would run. Found it out quite by accident once when I had everything set in that configuration and turned off the key. Couldn't figure out how come the engine kept running.

My mom never figured out how I still drove the thing when she took my keys away from me.

My turn signals don't work properly either. They are crossed with the brakes somewhere, so either one lights up at random times, if they light at all...but that is just a rewiring issue

Suposedly a very easy fix. Not that it's broken. It was mistakenly designed that way.The Destec engineering Wiring diagram explains how to fix it. under notes! This is how it reads..To prevent side marker lights from inadvertantly coming on & insulate wires f2 & f3 as indicated. They are for european parking lights & NA in the us can cause a dead battery if turn signal switch is not returned to center off position.Hope this helps

More than likely someone put the resistor wire that runs to the + side of the coil on the wrong terminal at the fuse box.

Here's a similar question. One of my round orange turn signals under the front bumper stays on when the lights are on, the other stays off. Both sides blink correctly when you put the turn signal on. Are these round lights supposed to be on all the time or off? And any suggestions on repair?

Thjose lights have dual elements in the bulbs, same as the rear brake lights. With the lights on they should both be illuminated, and when used as turn signals they should blink brighter, just like the rear ones. I would suggest a burned out filiment in the one that isn't on with the rest of the lights. HTH.

Yeah when I pulled the original bulb it was a single element. The only replacements I found at Kragen were dual element. I guess that's why it's on. But why only one side? Both bulbs are new and I checked the wiring and swapped the housings.
