Horsehair inside the seats is falling out

The horsehair inside my 1974 Ascona seats is crunchy and sprinkles out on the back floor with use. What is recommended as a replacement? I had a MBZ 123 coupe that had a similar problem and the recommended solution was to re-pack them with "pool tubes", those Styrofoam pool toys. Any thoughts?

Yeah, that inferior German Horse Hair did the same on mine. Until
I made terry cloth covers out of old towels for the bottom of my seats and held them on with wire ties.
