Two things can usually cause the front end to sit high.
One is high pressure gas shocks. These will cause a higher spring rate, as they are load bearing. Another possibility is if the front end has been rebuilt. If you are using urethane bushings throughout, all the pivoting bolts (upper a-arms, lower a-arms, spring eyelets) should be torqued to the proper factory spec (no higher!) when the vehicle is at ground level. Not doing so may mean the suspension is bound up at the uncompressed height. It's a fairly common condition. My friend installed urethane bushings on the rear leaf springs of his '69 Camaro while the axle was under droop, and the car sat almost 3" higher than stock as a result!
