cut off for the site is pretty much 1975
the electric power steering came in for opels in about 1995 i think it was in the order of saab ,VW then opel ,

stop-gap
if the steering effort is just a bit too much, you might try swapping out the GT steering arms on the back of the spindles for Kadett ones. They are a bit longer and make the steering easier to turn. The down side is it'll take more turning of the wheel to get the same amount of cornering, but probably not as sloppy as power steering would be.
