Is a specific cylinder miss-firing, or is it random and sporadic.
If sporadic, check your internal ground strap in your distributor. These models have a habit of breaking that ground strap loose.

Ben, if you're running the stock jets that came in the weber then there is no doubt you are running rich at our altitude. The weber is jetted for sea level so you will have to lean out the mixture by changing your jets. If you look on line I believe there is a web site that tells you the jetting. I know Liz has a cheat sheet as well.

Remote the distributor cap. Pull out the rotor. Look down at the plate (that has the points' bracket screwed to it) and you should see a braided ground strap soldered to it. Make sure it is still firm in place and not just flopping around loose.

Good timing

I am about to overhaul my Weber and wonder what jets I should use at 4500 feet altitude.

with a co reading of 5.00
If i remember this right try to hit the 3.0 range for the CO reading I believe thats 12:1 air fuel ratio best for power!!
yep your rich as beep

High carbon monoxide (CO) emissions are a telltale sign of a rich fuel mixture. On older carbureted vehicles, fuel-saturated plastic floats, incorrect float settings, leaky power valves and misadjusted chokes are often responsible for the rich mixture. On newer vehicles with feedback fuel controls and fuel injection, leaky injectors, excessive fuel pressure and sluggish or contaminated O2 sensors are all possibilities to investigate.

...I pulled the above off the following website.. Emissions Testing: Exhaust Analysis

More possibly pertinent information further down on that page regarding failed CO emissions at acceleration. They note a flooded charcoal canister could be the problem in addition to much of the same as what's above.

How does one hook up the Charcoal Canister to a Weber anywho? Does all of Utah require emissions testing? What's the rules? I always thought in most places there was an age limit on cars that didn't require testing. You're little Opel is too new?

your HC is good no misfire none at all don't worry about this part
Now I'm sure the air induction is long gone
I.E smog pump
Put a three way CAT
on and your done you can always remove the CAT after the emisions testing

The 135 Main jet on the Primary side is the Otto perfered size for a stock 1.9. However, you will need to check your idle jet as it is controls idle and part throttle...

Look for the "Final Rejet a Weber thread"

But 135-140 on the gas 160-170 on the air works well.

Most start with 135/160 primary 140/165 secondary

My Sons Manta runs a 32/36DGAV (18B Double Pump) Motor is a 2.0L Pistons - Stock Valves - 75 Manifold w/ 2" exhast and a 74' Manta Street/Hot Ported Intake)(2.0L Pistons, Stock Valves, 75 Manifold w/ 2" exhast and a 74' Manta Street/Hot Ported Intake. Its Jetting came too 140a/160f Primary, 140a/160f Secondary

My Kadett runs a standard 32/36DGEV, the motor is a 1.9L Stock High Compression pistons & valves, 75 Manifold w/ 2" exhaust and a 74' Manta Street/Hot Ported Intake. Its Jetting came too 135a/160f Primary, 140a/160f Secondary.

A GT I just built is running has 140f/160a Primary, 180f/175a Secondary. The Secondary was based solely on the GT was running lean during hard accelleration so I wanted to bump the jets. and these were the largest I had. I had a ton of 120-140 fuel & 135-165 air jets and these two jets, So I stuck them in to see how they would run.... it seemed to work great. The Motor is a rebuilt 1.9L w/ 2.0L Pistons & Valves, Isky Hot Street Cam, 75 Manifold w/ 2" exhaust and a 74' Manta Hot/Street ported intake.

I am pretty sure the idle jets are 50 for all three carbs.. Although I think the Manta has 55 jets on both sides.

Also look here for 32/36 jetting info . . .

Oh, and Charles, your GT is running "pig-rich" in the secondary . . . basic jetting rule-of-thumb for everything but "full-race" is not to allow main fuel jet to exceed air corrector jet size, i.e. fuel/air ratio less than 1:1.

So, just replace your secondary main fuel jet with a 155/160 and it'll run even better . . . trust me!

Opels like 4.5 - 5.2% CO for maximum power. They like fuel.

But for street use, better off with 3 - 3.5% under load. Idle can be as low as you want it to be (1 - 1.5%), as long as it doesn't have a lean-misfire condition, since that would increase HC emissions.
