The 1.1L head bolts are VERY thin (10mm dianeter) and much more than the specified torque will haul them out of the block or stretch them. 35 to 37 lbs-ft is as much as they can stand.
Did you coat the gasket with a quality copper gasket sealer spray before fitting it and carefully clean out the head bolt threads before fitting them?
The head bolt threads should be lubed with engine oil.
The 1969 GT & Kadett FSM actually advises that the gasket should be coated both sides with Graphite Grease...... OBEN is a German word meaning "UP"
