Unanswered: 1.1L Intake Question

I am drawing up some cad designs of a FI setup for a 1.1L motor and I don't know what these holes do. They look like they are some sort of pressure balance. On the picture I attached they look to be plugged up but on the two manifolds that I have there is a passageway that connects them. Do I need these?

H2o !!

That is where the water is circulated through the stock manifold to act in place the exhaust heat stove used on the 1.9L motor in aiding fuel atomization.
Blocked off by the aftermarket intakes to increase charge density.

those are to allow heat for quick warm up. Not really needed in Hotter climates.
Is it water? according to the FSM on 1.1 it say's that it is exhaust passage. I don't know much about the 1.1 Engines.

Just had that thought water vs exhaust gas as I wrote this - I think it is exhaust .... wrong again.

Definitely exhaust stove fed off cylinders 2 and 3.

For the guys that are trying to get the most mpg from the 1.1 instead of power should they block off these holes or leave them open?

Block them off, heat's never good in the intake manifold!

Never?? I'm sure if I lived in a very cold climate, I would want it. Also The colder an Engine is the richer the mix. and the reverse is also true. All with in reasonable limits.
