Unanswered: Wiper post grommet

Hi,

I'm trying to figure out if the plastic 'grommets' of the windshield wiper posts go behind the sheetmetal and then get drawn up into the holes with the bolts, or if the posts are bolted in and then the grommets go on after (but before the wiper arms, of course) I've searched, and looked in the FSM, but couldn't find anything. Is the answer just so obvious I shouldn't have to ask?

Grommets

Black plastic grommets go on top of the sheet metal, just below the wiper arms themselves. Washers and 13mm nuts go on top of wiper arms.

OK, Thanks.

It seemed they would offer a better seal if compressed by being installed under the sheetmetal, but of course there are cowl drains so it really doesn't matter if water gets in. I just thought the mechanism might be happier without the water...
