Tough!
Usually the discolouration in mirrors is actually a breakdown of the reflective covering on the back of the glass and so is inaccessible from the outside.
The only way to repair a discoloured mirror is to replace the mirrored glass. Most automotive glass suppliers and certainly mirror glass suppliers can replace the mirror glass extremely economically. At least most of them will cut you a new mirror glass for a very reasonable price and many will replace the mirror glass to make your mirror look like new. The other option is to get some mirrored Lexan (plastic!) like they now use in bathroom mirrors and fix it yourself. PS: Ask for the "old guy" who fixes mirrors! Try this.
Lyndon, if you can't scrape the yellow off the front with a razor, then most of what i have seen over the years is the resilvering film (you can get this done but it's pretty expensive) on the back of the glass is deteriorating and yellowing between the film and glass. If you get the glass out, and you can see through the film from the back, try some silver chrome paint. It has worked before and other times it didn't help at all. The film on the back contains mercury so be careful if you try and scrap any off! HTH
