Unless he holds the title - they belong to you (assuming that you have the titles). If he has the cars, just call a towing company that does re-possesions. It costs a little more than regular towing, but these are guys who have no qualms about cutting chains and sneaking about (again, providing you can prove ownership). Don't bother with court, just repossess.

I'd guess the guy is holding them as collateral for something he thinks he has coming? Possession is 9/10 of the law they say, but proven ownership via titles changes that. Wonder if you couldn't just report them stolen (avoiding a false report of course) and see what happens? Would be interesting to hear the detail on this, not that it's any of my business. I'm sure there's laws pertaining to it all. Like if you left a car somewhere and couldn't get back at it due to fences or whatever. This must happen often. Like a landlord puts a renter's car in a locked garage holding it for back rent or something.
