I think it is a part for the speedometer that resides in the tranny. It holds the colored gears that are specific for the various speedos.

1959-62 Olympia/Record/KW from engine No. 1.5-479476 Guide, speedo, gear shaft.
The speedo cable screws on to it and it fits into the tail-shaft housing on the gearbox to hold the speedo drive gear.

if it was not for the hole in the side i would have said a MIG welder tip
