That's Til Schweiger, one of the few German actors that made it to Hollywood - in one of his first movies.

The movie is pretty cool and almost has cult status in Germany. Although it's about the Manta B, it should be in everyone's Opel collection. However, I doubt they ever made an English version of it.

Hugo Stieglitz in IB but he was also in Driven.

It has a promotional English title: Racin' in the Streets. Apparently, the German version is on DVD but only in Region 2, which is Europe and we're Region 1 in the US.

FYI - many DVD players have a region changing option built into their firmware with a limited number of changes permitted (to keep you from going back and forth over and over again). With DVD players as cheap as they are now, if you had a collection of Euro DVDs you really wanted to be able to watch, you could buy a cheap DVD player with the region changing option and make it a Region 2 player.
