The retainer.
Here are some drawings of the Opel GT Gas Cap
Chrome Hsg.
The "Bronze" piece:
To remove the "bronze" piece: IF the cap is locked, i.e., rotates freely, you can center the cap over its detent position. This will put the key cylinder lock retaining screw at right angles to the detents in the housing. Drill out one of these detents. Rotate the chrome piece 90 degrees and the set screw will be visible thru the hole you just drilled. Remove it and the key cylinder will FALL out. You can rekey it your self or have a locksmith do it. If the cap is NOT locked, the above method will not work and you must either use a puller on the bronze piece or melt the retainer (previously described on other threads) . Either way, you will need to make a new retainer.

Clarification: You will NOT need to get or make a new retainer if the FIRST described method us used, i.e., drill out the detent and remove the set screw: that way the retainer stays in place.
Oh, I forgot to show the mating of the two parts; you can see how the retainer works.
