The grommets go into holes in "tangs" attached to the area around under the cowl. It should be obvious as the linkage will just be sticking through a metal hole with no "bearing" surface. The grommets act as sort of a bearing an will remove the slop. You'll have to unclip a link and disassemble somewhat to maybe get those in there. Be careful of those weird ball clips, and don't loose them. One of the links in the linkage is a threaded rod with a locknut on it (the cross behind the valve cover if I remember correctly). Loosen the locknut and by turning either lengthen or shorten the link as needed. Retighten the cocknut when it has the wanted travel adjustment. This is assuming the linkage is still stock and my memory isn't starting to fail me.
