I had thought it had to do with the Solex carb, since the one on mine and Spencer's were blocked after the change-over to Weber. Where on the manifold is it supposed to attach?
Don't plug it off! You'll be fighting oil leaks. Most often people connect it to the hole in the bottom flange of the weber air cleaner assembly. The lower plate that the filter rests on (on top of the carb) usually has a hole that you can plumb it to. If you have a lot of oil blowby, you might want to attach it to the manifold vacuum below the carb?
the smaller hose in the valve cover goes to the metering orfice on the intake. the bigger hose from the valve cover goes to the air cleaner assembly, no matter what carb you have on the car.
As greensmurf20 (aka Jared) has said, the small hose goes to the INTAKE manifold, NOT the carb. Doesn't matter if it is a Solex or Weber. It goes to the "Crankcase Metering Orifice", which is the small tube with the 1/16" inside hole fitted into the intake manifold, either on the outboard side or inboard side, depending on the year. Do a search for the words above and there are several threads, and a couple of photos, on the subject.
