Well lots of modifications

It's a well-known car. I've seen it in person. It's in pretty bad shape.
It was for sale in Portland a decade or so ago. I think the price was under $2500.
It seemed to be pretty basic in design and the "body" was pretty much just for show. It was the most stripped down car I've ever seen.

If they would have taken the bumpers off and filled the tires with helium they might have gotten to 400 mpg.
