Cleaning oxidized wheels

I want to clean up my old wheels and sell them to offset the cost of my new ones. They show areas where the clear coat is coming off and look like poop. What is the best product/s to get off the old clearcoat and polish them up top be nice and shiney!!!????

I have an air compressor and and air grinder so I could buy a polishing attachement for it, so thats not a problem.
