What is the width of the stock steel wheels on a '70GT? 5"? 5.5"? I can't find any stampings on the wheels or the wheel width in any owner's manual or workshop manual.

All OEM GT wheels were 13 x 5” steel.

And the tire size was 165 x 13, which is missing an important bit of info. So the correct tire size is 165/80R13, which you can find but selection can be a tad limited.

The car has 185/70 x 13 tires on it now, which is likely what I will put back on it. Seems to be a common size used on these cars, with no clearance issues. It is a project car needing a lot of work, so will probably be a year or two before I replace the tires anyway.

185/70 x 13 tires bulge somewhat on stock 5" rims.
I have been using that size for a long, long time on my GTs'.
