Use a hammer and punch to get the collar ( yellow part ) to slide off of the shaft. The ring you already took off squeezed it together and now it looks to be rusted in. Try tapping that section off the shaft. If no luck remove the whole shaft from the rack and pinion end. Good luck

Turn the wheel so that you have room to put a flat tip screw driver in between the collar and shaft and tap it into there, forcing it to spread out a little, then just pull it off. Maybe some wd-40 spray to help it along. There is a brown wire that is for the horn that is up at the top of the shaft so when it does come loose, be carefull not to break it. Do a search on the ignition lock cylinder and there is a picture of the brown wire location I am talking about. That fit is pretty snug on that collar, even after it is loose enough to come off, it still holds it pretty good.
