It looks like I'm not as crazy as i thought. I thought something might be missing and I just couldn't remember it from the early days.
So, to sum it up, there are two methods for fixing the issue.
1) Remove the rotating bar on the throttle linkage piece, near the ball socket, and reinstall it 180° from the original position. Then put the linkage bracket on the carb 180° from what's pictured here.
OR
2) Notch the carb linkage bracket to clear the bolt and install the bracket in the original orientation.
For this install I think I will do the bracket mod. The linkage modification would be the "right" way to do it in my mind, and since I didn't have a Dremel, back in the day, I'm pretty sure I used method #1 before.
