Mystery Fuse Block Clip

I decided to start looking at the wiring of my restoration project and pulled out the fuse block to give it a good cleaning. However, when I pulled the first fuse, I heard something hit the ground. I looked around and only found the clip in the picture. I can't seem to see where it would go. Any ideas?

I see those clips every day. We have them on rolls of a spring-like material to squeeze the reel together so the stuff doesn't unwind.

Why am I telling you this?

Well, as soon as I saw them they reminded me of some body clips used to hold wire on the frame of my cheapo trailer.

I suspect that's whay it was used for by a dreaded PO.

It's hard to tell from the picture, but I've seen similar things used to get an additional power lead. The fuse would clip into the curved part of it, then the fuse would be put into its place. If the "thing" was making contact with the metal part of the fuse, then the flat part would be used to slide on a connector to wire up a radio or whatever.
